As noted in the Washington Post many Democrats in tight races don't want Obama to help them, the re-election of House members and Senators is based on in some respects the approval rating of POTUS, thus over 50% House members and Senators want the President about, to campaign with them and help them with fundraising, under 45% and the Party, any Party would rather the President kept himself in the White House.
