The First Secretary of State and the Cabinet will not take a decision on lifting the lockdown in till the PM is back at helm, the PM is recovering from COVID - 19, that can take a couple of weeks to recover from. The UK economy could face a great depression, the UK economy needs to get back to work. That decision will be important when it comes to the NHS and the economy, get it right and the UK can get on moving, get it wrong, and more deaths, slow economic recovery and giving the Opposition the chance to attack. That is why the Cabinet is waiting for the PM to come back, no one want their fingerprints on the final decision.
