It can be argued that the EU is playing its old game of running down the clock, in the hope that the UK will fold, and agree to the EU terms, while the UK Government wants to show that it tried with talks with the EU but that the EU would not move and thus the UK was going on to WTO rules. It can be argued that the UK Government would be following the wishes of the UK voter, WE VOTED OUT, twice, one 2016 and recently in 2019 with the General Election. The UK voter wants the UK to be a SOVEREIGN NATION, not having to follow EU rules, it is called Democracy, the Germans and the French should look up the word.
