It can be postulated that the Duke and Duchess are wanting a new deal from the King, they want to be seen as public figures and non serving members of the Royal Family. The late Queen ruled that out, the Duke and Duchess want a NEW DEAL, they also want security from the government. The King has to be firm with his younger son, there is IN or OUT, he made his bed and has to live with the consequences.
