One can see Putin using tactical nuclear weapons should the latest Russia OFFENSIVE fail in the North West of the Ukraine, he has made a reshuffle in his Defence Department and placed an economist in charge, one assumes that he recalls that the Soviet spending on defence lead to its downfall, as people on the streets suffered to get basic materials. There is the theory that he is planning for a LONG WAR, even an attack on a NATO country, that on the whole can be discounted, Putin is not a mad man, if he is he hides it well, he just kills people, and the action of the Russian Army in the Ukraine does not help his cause, they have done many actions that count as WAR CRIMES, and the ICC has issued an arrest warrant for him, no one takes any notice of it, and its latest action over Israel could see it go the way of the League of Nations, footnote of history.
