This shows that the Obama Administration is moving for a tougher line with Russia's Putin. The problem is that it creates a proxy WAR between the US and Russia. The Russians of late do not back off, they increase or as our American cousins say they double down on their original policy of taking the action to the West. The Oval Office and the Kremlin have to make sure that the powers themselves do not get caught up in the fight, that would be a European disaster. The New Cold War 2 is very frosty these days, the World does not need a hot war.
