One can see why President Putin would do this, the Russian Army has suffered heavy loses in the Ukraine, not something you can hide forever, thus the PR aim will be to make the Russian people support the WAR, even if its against their better judgement, also it will be interesting to see who he declares WAR ON, will it only be the Ukraine, could Putin want to expand his WAR AIMS, and go for Moldova and be a even greater THREAT to NATO Countries, could Putin warn NATO that any more military support for Ukraine could lead Putin to declare WAR on individual NATO Countries OR on NATO itself. The declaration of WAR will be very risky for Putin, if he fails, his literal head could be on the chopping block, let's recall what happened to Tsar Nicholas 11 and his family in Siberia in 1918. Thus will Putin really take that risk, and how far is he willing to push it, would he ever use WMD in Ukraine, low level nuclear weapons, its endless the ways Putin could cause death and destruction in Europe.
