Lets Get Real:
The Iraqi Army has to show it can fight and hold ground, so far one's review of the new Iraqi Army is not good, the old Army had a huge amount of US financial support, and what happened, the first shot and they were off. It will be interesting to see if Shia and Sunni fighters can fight IS long enough before they start to fight betweem each other, one also has to hope that Tehran has a better hold on its forces. As the article notes it took the US air force to win Tikrit after the Shia militia got stalled in their fighting with IS. The Obama Oval wants to see the retaking of Ramadi and fast, the PR is bad for the Oval when IS has this kind of success even after months of US air attacks.
