Telegraph: Reports the following on the reason for Putin's change of mind on an Independence vote in the East of the Ukraine, " Four days before the plebiscite, basic issues were still unresolved, including the location of polling stations....By stepping in, Mr Putin might have saved his allies from a fiasco."

Thus we have the above reason that Putin changed his mind on a vote in the East, his Allies could not fix even to place for polling stations, also as the article notes the Army of Ukraine is having problems in holding areas they have taken back, they storm, take pictures then retreat, then the Russian protesters come back, a Mexican stand off in many ways. The Kiev Government has to fight hard and keep places it takes back from the Russian protesters, very much like the US faced in Iraq and Afghanistan, the Kiev forces can not win one minute and then give back the areas it has just won back to the Russian protesters, the troops have to stay and fight, its about winning at the end of the day.
