The White House: President George W. Bush stated the following on the time it will take for the bailout to be effective, " And it's going to take a while. I signed the bill on -- last week, but it's going to take a while to get in place a program that, one, is effective; two, that doesn't waste taxpayers' money -- we don't want to rush into this situation and not have the program be effective. It's going to take a while to restore confidence in the financial system. " The problem is that Bush will be cutting wood on his ranch and the new President will have a Western Economy in the toilet and two wars and the threat of terrorism. Bush is lucky that he is leaving office in January 2009, the next guy will have problems from the first hour in office.
