The Tehran Regime is playing the US and Trump is allowing it, he is desperate for a win before the Mid Terms and Tehran knows this is his mind set. Thus these phony threats and phony peace proposals. Trump has shown that he is TACO, chicken, one presumes JFK and Reagan would have attacked by now. Appeasement never works.
