The West has not pulled the plug on his oil and gas revenue, thus he knows that there are military limits and economic limits to the actions by the West. The Ukraine is asking for a NO FLU ZONE, that cannot happen, if it did it could lead to WW3, thus the West is right to refuse that, when it comes to oil and gas sanctions, then the West is on very shaky moral ground, the politicians do not want to cause inflation to go up and also the cost of petrol, how much is the general public willing to pay or not pay for their gas, if heating or driving costs more are the general public willing to support their political leaders if those leaders place sanctions on them. That is a political question that the West so far does not want to answer, it is happy to supply lethal military kit to Kiev but there are limits, the West is does not want WW3, and Putin knows that, if he is sane and that is open to question.
