This is the usual strategy by the US Defence Department, after Vietnam and Iraq the US Department sometimes has to be pushed to take action, thus they develop a terrible end game, ground invasion, many deaths on both sides, it is meant to frighten the politicians over at the White House, they tried that with Bush 41 when it came to the invasion of Kuwait by Iraq, the President replied that the US military would get what it wanted, not the endless debates they normally seek. The Democrats will push this, they have gone to the left, it's the Party of Senator Sanders and Warren, the old THIRD way of President Clinton is long gone.
