Also he might be thinking that he might get some of the concessions he wants from Europe if he applies enough pressure, or better to cause division in NATO and the EU. In this case this would be FRANCE and GERMANY. In the case of France, Macron faces re-election in a few months time and he also wants to be seen as the leader of Europe.
