The Oval could be looking for this in the statement as a way to get out of striking Syria, " We commit to supporting longer term international efforts, including through the United Nations, to address the enduring security challenge posed by Syria’s chemical weapons stockpiles. Signatories have also called for the UN fact finding mission to present its results as soon as possible, and for the Security Council to act accordingly. ". It seems that the Oval does not have the votes at present in the US House, the Oval could be looking for delay to build up support, or that Assad launches another chemical attack, the Presidential press conference did give the impression that the Oval was passing the buck to Congress.
