It seems that the Kremlin has learned from its recent call up of men to serve in the Ukraine, they are moving the goal post as to avoid having students do another run for the border, they have learned the lessons of the Vietnam War, one can speculate that the Kremlin thinks that older men will not do a runner as they will have left education.
