It can be argued that the PM has been taken prisoner by the Civil Service, only a non politician would suggest the move. The PM has to be careful, it only takes 48 letters for her to face a confidence vote by Conservative MPs. The general view is that the PM has enough votes with Conservative MPs to get through, but a day is a long time in politics. The Hard Brexit supporters will smell a rat, and decide enough is enough, and the soft Brexit supporters might think this there only chance of preventing a Brexit at all.
