If the Tehran Regime is sane, that is open to question, they will not react to the US counter attack because of the helicopter loss, they will carry on with talks they are winning, the TACO President wants a way out before the Mid Terms in November.  The erratic President sees the Memorandum of Understanding as the goal no matter the consequences for the Gulf States, Israel and the World.  Trump will go down as another Neville Chamberlain, an appeaser who did not see the threat out there.  The Iranian nuclear issue will face the next President, in that time the Tehran Regime could have a nuclear weapon.

Thus POTUS says the US must respond, he told Israel not to react when Iran targeted Israel with missiles, on this the TACO President must respond, the US cannot have countries thinking they can shoot down US assets, even if no loss of lives.  POTUS must also remember his fabled peace talks are on the table.  Thus what will Trump do?
