26,000 in benefits as a CAP?

Telegraph: Reports that the Chancellor of the Exchequer George Osborne has stated that there will be a cap on benefits, the limit will be the average working wage. I am sorry but if families are getting twenty six thousand bounds in benefits then the system is corrupt, you cant have a system in benefits that is double the wage than in the poor parts of the UK, the weekly wage might be twenty six thousand pounds in London and the South of England but its half or less than that in the Wales and Scotland. Thus the Chancellor really needs drastic cuts in benefits, no wonder the work shy of Southern England are not working if you getting twenty six grand, this blogger would be work shy if he got those kind of benefits. The welfare system really needs to change, drastic cuts, support the low income yes, but if the cap on benefits is twenty six thousand the system is corrupt, between ten and fifteen thousand for a family of three yes, but 26,000, now wonder the UK had no money left.
