If your a clever terrorist what do you do in Afghanistan, force more troops to be sent to Afghanistan, the terrorist have the badlands of the Pakistan and Afghanistan border. The terrorist can come over the border, plan a major attack, attack and then get out over the border. If Western troops go after the terrorists the government of Pakistan could fall, Pakistan is a nuclear power, thus any action on the lands of Pakistan has to be done with their approval and support. The War in Afghanistan is going to be long and costly, in both money and soldiers.
